There is an answer, one that can be implemented as early as 2015: have Illinois play every other year in St. Louis. Only, not against Missouri.
In terms of recruiting and fan base, St. Louis is No. 1 for Illinois outside the state. The school has to pay attention or risk losing future players/students/fans.

The U.S. Men's team claimed the gold medal at the 2010 Pan American Championships on Thursday at the Lopez Mateos Sports Center in Guadalajara, Mexico. The U.S. posted a first-place team score of 352.150 to top Brazil and Canada, which tied for second with a score of 343.950. Rounding out the rest of the group were Colombia, Puerto Rico, Mexico, Argentina, Venezuela, Cuba, Chile, Ecuador and Peru.
